The Borno State Executive Council serves as the highest decision-making body within the state's executive branch. It is chaired by the Governor and includes the Deputy Governor, Secretary to the State Government, Chief of Staff, commissioners overseeing various ministries, and special advisers. The council's primary responsibilities encompass advising the Governor, formulating policies, and implementing state programs.

In August 2023, Governor Babagana Umara Zulum inaugurated a new Executive Council comprising 17 commissioners, three chief advisers, and one permanent secretary. This followed the dissolution of the previous cabinet in May 2022 to allow members to participate in the All Progressives Congress (APC) primaries.
